Based on the European Council decision, and until further notice, the deadline of 29 March 2019 referred to in Brexit related guidance should be understood as referring to 31 October 2019. The European Union (Withdrawal) Act 2018 retains relevant EU law as domestic law, which the UK could then amend or repeal.

Prime Minister Boris Johnson wants the EU to remove the backstop from the deal. He wants “alternative arrangements” and technological solutions instead. Currently, there are no border posts, physical barriers or checks on people or goods crossing the border between Northern Ireland and the Republic of Ireland. The backstop is designed to ensure that continues after the UK leaves the EU.

Agreement will need to be reached on a number of matters, including the costs that the UK will have to pay the EU on exit; its trading relationship with the EU; immigration and border controls; the proposed regulatory framework; state aid; research and innovation programmes across the EU and UK; and defence and security cooperation. A chink of light for Mr Johnson came in the form of the Brexit Party’s result, which was not as good as some had expected, and the Labour Party’s poor result.

  • This meeting between Mr Johnson and Mr Juncker will be a key milestone in what the Prime Minister hopes will be the road to a deal, to be struck mid-way through October in time to leave on the 31st.
  • Johnson’s chief whip, or parliamentary enforcer, was speaking to Conservative Party legislators who voted in favour of a move to try to stop a no-deal Brexit to inform them they would be expelled from the party, Reuters news agency reported, citing a spokesman for the British leader.
  • “The government also noted that a number of exercises are planned for the coming weeks to help further refine preparations and inform the approach to emergency crisis management in the event of a no deal Brexit,” it added.
  • MP Dominic Grieve, who proposed the motion, said there were suspicions that Parliament was being suspended to stop the legislature from debating the risks of leaving the EU without a withdrawal agreement.
  • David Frost, Mr Johnson’s Brexit “sherpa”, will meet senior EU officials to discuss alternatives to the plan agreed with Theresa May.
  • “UK to unilaterally waive all checks at Irish border in no-deal Brexit”.

A no-deal Brexit is the default legal position if the EU and UK cannot come to agreement. The government wants a deal with the backstop removed.

This resulted in the November 2018 withdrawal agreement, but the UK parliament voted against ratifying it three times. The Labour Party wanted any agreement to maintain a customs union, while many Conservatives opposed the agreement’s financial settlement on the UK’s share of EU financial obligations, as well as the “Irish backstop” designed to prevent border controls in Ireland.

The month-long suspension of the British parliament ordered by Boris Johnson in an apparent bid to stop MPs from blocking his Brexit strategy will begin late on Monday, his spokesman said. He added that one of Johnson’s ministers, Amber Rudd, resigned on the weekend as she received a single piece of paper after requesting information on the prime minister’s alternative proposals to the Brexit deal. Bercow has angered the Conservative government by repeatedly allowing MPs to seize control of parliament’s agenda to steer the course of Brexit. He said he was simply fulfilling his role of letting parliament have its say.
